Senior Policy Officer - Midlands Connect
Salary range: £37,738 to £42,472
Hours: 36.5 per week
Contract type: Fixed Term to March 2020


Midlands Connect is the Sub-National Transport Body for the Midlands, reaching from the Welsh border to the Lincolnshire coast.

It aims to accelerate enhanced connectivity across the whole of the Midlands to unlock jobs, housing and trade and is a key pillar in powering the Midlands Engine.


This role is for an enthusiastic and proactive individual with a strong track record in identifying and developing strategic policy outcomes and quality advice to senior official and political stakeholders.

The role will have the opportunity to contribute and lead key policy research and implementation, including on ensuring strong trade access through/from the Midlands and ensuring our regional corridors benefits the delivery of the Industrial Strategy and local housing aspirations.

You will also be expected to support Midlands Connect internal activities, like drafting briefing documents, and external activities, like representing the organisation at key workshops.


You will be expected to demonstrate:
o Experience in leading the production of policy and research outputs including full research programmes, reports and surveys;
o Experience in data analysis including broad understanding and application of quantitative and qualitative approaches;
o Extensive knowledge of national economic and/or transport policy, including approaches to funding;
o Excellent strategic thinking skills, capable of seeing the big picture and providing credible and politically aware advice to multiple audiences.


Skills/Knowledge/Experience:
o Ability to provide quality written policy advice and analysis;
o Strong project management experience and managing busy workloads;
o Knowledge of the UK political system at national and local levels;
o Good knowledge and awareness of issues relating to Midlands Connect and transport generally;
o Ability to work on own initiative and as a member of a team;
o Ability to inspire trust and communicate effectively;
o Aware of and sensitive to equal opportunities issues.


Midlands Connect is a pan-Midlands partnership of 23 Local Authorities, 9 Local Enterprise Partnerships, Chambers of Commerce and businesses.

The partnership brings together central Government and national bodies including Highways England, HS2 Ltd and Network Rail.


As part of the partnership and as the Accountable Body for Midlands Connect, this role is employed under the West Midlands Combined Authority (WMCA).

WMCA is a strategic authority working with partners to deliver a stronger West Midlands, with a focus on skills, innovation, transport, economic development and regeneration.

Individual Councils and Local Enterprise Partnerships will still deliver services and retain their identity but on the big decisions we will have the resources to work together.


This is an exciting time for the Midlands - the Commonwealth Games will be here in 2022, the arrival of HS2 will help make us a world class business location and a new £350m housing deal aims to deliver 215,000 new homes by 2031.
