Develops Knowledge Management (KM) solutions that address business requirements and that fit with company/customer knowledge management and IT standards.



-Experience gathering requirements from the customers and communicating these with developers.



-Proficient managing enterprise solutions involving the latest version of SharePoint and Microsoft Dynamics CRM.



-Knowledge of Army Operations at both staff and tactical level.



-The work consists of managing solution development, designing and conducting customer surveys, studies, process improvement recommendations which require analysis of highly complex interrelated issues of effectiveness, efficiency and productivity.



-Conduct frequent/routine contact with members of top management throughout Knowledge Management communities and Knowledge Management Representatives and Staff Principals.

The purpose of these contacts is to assess knowledge practices, products and services for the USAREUR KM program, and justify, defend, influence, motivate, negotiate and persuade persons and groups to accept various proposed solutions to KM challenges.



-Subject Matter Expert for USAREUR Staff Business Process Analysis, providing a thorough understanding of Knowledge Management concepts, processes, tools and methodologies and how they best meet customer requirements.

Experience in leveraging Knowledge Management technologies, in disseminating knowledge products and services to an audience of military, DA civilians, contractors, and family members.



-Uses initiative, judgment and originality in researching and interpreting existing processes, policies and directives in order to recommend solutions to the Knowledge Management Chief and USAREUR and how those solutions can be integrated into the TRADOC, Army and DoD KM enterprise.



-Separate task assignments may be of long duration or require immediate analysis and response, and may involve functional specialists in the command such as developing training and documentation.



-Duties also include training educators, combat developers, and information, resource, intelligence, and operations experts.



-Conduct functional area training, as needed, to staff and MSC members, and assist in the development of other training vehicles to leverage KM capabilities into routine business processes of the staff and MSCs.



1.Analyzes and evaluates existing or proposed systems and designs KM systems.



2.Analyzes systems and procedures to refine their formulation and converts them to programmable formats.



3.Writes or updates software specifications and KM governance.



4.Creates logical data models based on functional requirements.



5.Performs quality assurance review of specifications for internal and external delivery.



6.Troubleshoots and provides technical support and solutions to users.



7.Develops analytical tools for use in the design and redesign of systems.



8.Analyzes detail systems factors, including input and output requirements, information flow, KM requirements, and reliability characteristics.



9.Prepares and updates documentation for new or existing systems.



10.Monitors system effectiveness in satisfying user needs.




Bachelors Degree in a Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.




8-10 years of directly related computer systems analysis and/or programming experience.
