Placements Finance Officer

Service care Solution are currently recruiting for a Placements Finance Office in Bedford with Bedford Borough Council.



We are looking for a Placements Finance Officer to undertake a range of financial and administrative functions relating to Children Looked After placement packages and updating the systems.

This includes coordinating the new supplier information process, updating and maintaining package records, processing payments to external providers, and working across a range of council systems and databases.

The role also includes liaising with and communicating with external providers and partners.


Working closely with the two Placements Officers in the Fostering Team.


Supporting the (foster carer) Placement Finance Officer with fortnightly payments to our foster carers.


Any other financial requirements which are approved for input onto the financial database.


To support with Team issues when there is capacity.



This is an exciting opportunity and the role will include -



  • To update and maintain the database with placement packages for Children Looked After

  • To coordinate the new supplier request process

  • To draft documents including waivers, IPAs (Individual Placement Agreements) using templates

  • To manage payment of ad hoc expenses and additional funding for services

  • To respond to external Providers and other queries in an effective and timely manner.

    To manage the finance inbox.

  • To manage and control payment of any other single or ad hoc discretionary payments that is required for the care of the child.

  • To follow the policies and procedures relating to customer, administration, and finance issues at Bedford Borough.

  • To liaise with Manager for Looked After Children where necessary

  • To plan for changes in payments to meet both payment deadlines and the needs of service users.

  • To maintain individual, up to date, records of all transactions carried out within the financial system.

  • To resolve promptly any adjustments / cessation of payments in respect of children looked after in external placements.

  • To undertake any necessary training in relation to this post as determined by the Team Manager.

  • To undertake such other financial duties of a similar level of responsibility as may be required.

  • To support with second checks of financial assessment forms

  • To cover the other Finance Officer post for leave, particularly around fortnightly payment to foster carers and processing of foster carer expenses

  • To support with any other tasks relating to the packages for Children Looked After.
