Purpose of the Role:
I am representing Slough Borough Council, who are looking for someone to lead on the completion of the council's implementation of the NEC Northgate Housing Management Solution.

Background
Slough Borough Council has recently implemented NEC's Northgate Housing Management Solution.

The first phase of the project has partially completed, and the council needs an experienced NEC Northgate Housing project manager to complete delivery of outstanding phase one activities and progress at pace with phase two of the application's roll-out.

This is a senior role which will have significant exposure across the council.

As well has having deep understanding of the platform and its capabilities the successful candidate will have strong experience in working with stakeholders, effective budget management, and is an experienced, resilient project manager who can bring diverse groups together.

The project manager will be responsible for the matrix management of the project team, up to five team members.

Main Responsibilities



  • Ownership of the development of the phase two business case

  • Completion of phase one activities to include:

    • Rent increases 2023/24 and Year End (started)

    • Allocations and shortlisting (started)

    • Temporary accommodation portfolio (started)

    • Completion of EDMS Integration (started)

    • Lettings (started)

    • Review of SQL letters (started)



  • Scope, design, and completion of phase two activities to include:

    • Integrate housing demand

    • Service charges

    • Repairs Implementation

    • Housing online portal

    • PSL

    • Reporting

    • Remote Working



  • Manage the development, testing, end user acceptance and deployment of each module

  • Undertake robust risk and issue management, with appropriate escalation to senior managers

  • Responsibly manage the project budget, reconciling and escalating budget issues within agreed constraints

  • Undertake effective project reporting, to the council's templated standards, including delivery of a consolidated project plan for all activities

  • Effectively manage relationships with service representatives, directors, and elected members

  • Coordinate the creation of a service delivery plan, including (but not limited to) resources required, processes, engagement with the supplier, knowledge articles, learning for support teams, for the platform so that it is managed efficiently and effectively when fully live

  • Manage the reporting and escalations into the NEC Northgate project board chaired by the AD CDIO
