About the role
Deliver Housing Capital Programme contracts ensuring the objectives, targets and priorities of the Council are achieved whilst remaining compliant within statutory regulations.
The Housing Capital Programme team undertakes approximately £20m per annum of spend on a range of improvement projects (including retrofit, compliance, and decent homes) to the 5,600 landlord properties within the HRA.
Examples of contracts delivered include:
Replacement kitchens and bathrooms
Re-roofing
Replacement windows and doors
Installation and updating of door entry systems
Upgrading insulation and ventilation
Major environmental improvement programmes
Electrical testing and remedial works
Fire safety works (e.g., fire doors, emergency lighting, and compartmentalisation)
Water safety works
Deliver the annual capital programme for the service including decent homes, net zero and environmental works, capita programme environmental works, Water treatment plant replacement programme, Net Zero programme.
Responsibilities
Deliver Capital Programme contracts across areas of responsibility, which are customer focused, deliver value for money, and maintains properties.
Assist in setting clear standards and performance targets to all Capital Programmes allocated to them and monitor and report on progress in meeting them.
Undertake operational responsibility for the management and delivery of Capital Programme contracts allocated to them to achieve completion to agreed cost, quality and programme.
Manage external contractors to deliver excellent performance at all times for all workstreams allocated to them
Facilitate the direction of activities by external contractors to ensure the delivery of contractual obligations are fully met.
Knowledge/Qualifications
Relevant professional qualification (e.g.
CIOB) or extensive experience in the construction sector.
Good general standard of education (minimum to GCSE standard or equivalent, including English and Mathematics).
Evidence of continuing development of professional and management skills, e.g.
through training, qualification and/or experience.
Detailed knowledge of a range of building contract forms, including amendments
Knowledge of construction related health and safety legislation and requirements
Knowledge of relevant legislation, including Planning and Building Control requirements
Knowledge of Best Practice in project management, including PRINCE2 methodology

Primary Responsibilities
Operate rotational molding machinery and ancillary equipment. Operate mixer to make batches of polyethylene powder, pigment, and additives. Pull plastic components from molds manually or with hand tools and fixtures. Trim plastic flash around parting lines using knives and hand tools. Primary Responsibilities: Develop Standard Work for all injection molding processes and support activities and help train leaders in each functional area. Establish and maintain internal specifications and process documentation for injection molding processes and tooling ensuring processes and procedures are clearly stated and understandable for all employees. Justify and generate capital expense proposals and manage capital projects for new machinery, automation and tooling. Drive continuous improvement in Overall Equipment Effectiveness (OEE) through team participation in tiered meetings and plant management processes to improve resource utilization, performance and quality. Work to capture and report machine cycle data across all key injection molding equipment using Industry 4.0 concepts and an internal web-based OEE software platform. Work closely with Product Development and Manufacturing to incorporate Design for Manufacturing (DFM) principals into all injection molded parts and assemblies. Oversee specification, quotation and procurement of new or modified/repaired tooling. Establish optimum machine cycle parameters for new or modified tooling and machine combinations. Resolve technical tooling and process problems associated with both new and existing tooling.
Hands-on technical resource for shop floor support when necessary. Monitor and report issues with injection molds; make recommendations for refurbishment based on production factors such as cycles, process capability, and tooling history. Serve as focal point for custom molding applications, providing customer quotations and technical support. Facilitate and support facility and manufacturing safety, environment, and ergonomics efforts.

Insert molding and automation cell integration experience a plus. Ability to lead others; responsibility may include indirect supervision of injection molding support personnel.
Education and Experience
B.S.
degree in Plastics, Chemical or Mechanical Engineering required. Must have a minimum of 5-7 years practical work experience in an injection molding machines between 75 and 2,500 tons.
Hiring Range:
Between $86,000 - $99,000 annually.
