Electrical Design Officer

Service Care Solutions are looking for an Electrical Design Officer to work within the Merseyside Police on a 12-month contract.

Location: Merseyside

Job role/responsibilities:
To be the single specialist subject matter expert within their own specialism in electrical installations and design in providing and developing design and construction expertise into the modification of the existing estate and the development of major schemes within the estate strategy.



  • Design, develop, implement, and manage maintenance programs for the Police and Crime Commissioner's estate, ensuring high customer satisfaction and compliance with statutory requirements in electrical matters.

  • Project manage construction works from inception to completion, including feasibility studies, refurbishments, and new builds up to £1 million.

    This includes specifying work, managing contractor tendering, coordinating project development, and authorising final payments.

  • Conduct Condition Surveys for buildings, plant, machinery, and equipment, diagnosing issues and providing solutions via maintenance programs.

  • Support pre and post inspection of building/plant work related to electrical maintenance contracts, ensuring compliance with estate management standards and legislative requirements.

  • Prepare design drawings, specifications, tender documentation, and schedules for maintenance and capital improvement schemes.

  • Manage and report on budgets for repair, maintenance, refurbishment, and renewal projects, incorporating sustainable and environmental impact considerations.

  • Prepare performance management and Key Performance Indicator information for managed contracts, ensuring timely statutory tests and compliance with statutory instruments.


Knowledge/Experience required:



  • The post holder must be a subject matter expert in the electrical discipline, holding full membership in a professional institute such as IWFM, RICS, CIAT, CIOB, or RIBA.

  • Educated to degree level or equivalent (minimum HNC or NVQ Level 4) with at least 3 years of post-qualification experience in property maintenance and estate management.

  • Must demonstrate design and technical specification skills, ability to develop designs into schemes, compile tender documents, and convey technical information effectively.

  • Extensive knowledge of working in a built environment and ability to project manage building or engineering schemes from inception to completion.

  • Must understand relevant statutory regulations, including asbestos, and have a formal IOSH qualification and a Construction Skills Certification Scheme managing safety qualification.

  • Proficient in AutoCAD and able to prepare working drawings.

  • Knowledge of PCC Standing Orders, Financial Regulations, and Force Financial Instructions for procuring services.

  • Knowledge of Sustainability and Carbon Management matters and Building Energy Management Systems for energy savings.

  • Good interpersonal and negotiating skills, with an ability to work to strict deadlines.

    Excellent written and presentation skills to communicate effectively at senior levels.

  • Ability to work in a large team, manage a diverse workload, be flexible, work under pressure, and meet deadlines.
