Service Care Solutions is proud to assist Islington Council in recruiting a Principal Investigator to join their Internal Audit, Investigations, and Risk Management team.

This is a fantastic opportunity for an experienced investigator to play a critical role in combating fraud, corruption, and irregularities within a local authority setting.


About the Role

As a Principal Investigator, you will conduct complex investigations, including whistleblowing cases and financial fraud investigations, while ensuring compliance with all legal and regulatory frameworks.

You will also be pivotal in implementing the Council's Anti-Fraud Strategy and delivering proactive fraud prevention initiatives.


Key Responsibilities:



  • Leading proactive and reactive investigations into fraud, corruption, and whistleblowing.

  • Conducting financial investigations and preparing evidence for potential sanctions, including criminal or civil proceedings.

  • Collaborating with internal departments and external agencies to ensure robust anti-fraud measures.

  • Preparing detailed investigation reports, including recommendations for prevention and control measures, and presenting findings to senior management boards.

  • Delivering fraud awareness training to staff and promoting an anti-fraud culture.

  • Staying updated on legislative frameworks such as PACE, RIPA, and the Fraud Act.


Qualifications and Experience Required

We are seeking candidates with:



  • Essential: Accredited Counter-Fraud Investigation qualification or equivalent (e.g., ACFS, PINS, or Accredited Financial Investigator status).

  • Proven experience in financial investigations, including knowledge of Proceeds of Crime Act (POCA) applications and asset recovery processes.

  • Expertise in criminal, civil, or internal investigations, including preparing witness statements and attending court proceedings.

  • Strong knowledge of legislation such as PACE, CPIA, Fraud Act, and RIPA, as well as Housing Benefit and Council Tax regulations.

  • Proficiency in using investigative tools, technology, and case management systems.


Skills and Attributes:

  • Exceptional analytical skills to assess evidence and identify fraud risks.

  • Excellent communication skills, both written and verbal, to liaise with stakeholders and present findings.

  • Ability to manage multiple investigations under pressure while maintaining confidentiality.

  • Knowledge of financial systems and processes within a local authority is highly desirable.
