Daily Rate: £550

Job Summary:
We are seeking an experienced Business Analyst to support the national Counter-Terrorism (CT) Policing Community in developing and managing technology User Requirements, scoping studies, and Business Cases (Government Green Book).

The successful candidate will be instrumental in progressing projects through due governance to delivery, crafting various documentation formats, and providing expert advice and guidance on technology.

You will also represent the Business Development, Strategy, and Demand (BDSD) and the Technology Pillar at corporate and national technology forums.




Key Responsibilities:



  • User Requirements and Business Cases: Assist the national CT Policing Community in creating user requirements, scoping studies, and business cases by liaising with operational teams, Procurement Services, and Lead Accountants.

    Ensure new requirements are aligned with national products or services.

  • Needs Assessment: Understand and address the current and future technology needs of the CT Policing Community.

    Align strategic requirements for technology products and services with national and CTP HQ strategies.

  • Documentation Management: Update and maintain the BDSD Demand Log and the National CT Technology Strategy.

  • Project Commissioning: Collaborate with CTP HQ, Finance Services, Commercial Services, and external agencies to ensure projects are appropriately commissioned and continue to meet the national CT Policing Community's needs.

  • Technology Conduit: Serve as a key point of advice and escalation for technology projects, governance, and issues between the customer and CTP HQ.

  • Relationship Building: Develop and maintain relationships with internal and external policing partners/agencies to address technology needs.

  • Representation: Represent BDSD, the Technology Pillar, and CTP HQ at project/programme boards and corporate forums.

    Influence direction and represent the customer at national technology forums as needed.

  • Technology Advice: Advise on the suitability of new and emerging technologies and oversee the implementation of national technology projects and initiatives.

    Provide updates on status and business cases.




  • Essential Experience:



    • Proven track record of extensive Business Analysis experience, including development and project lifecycles.

    • Experience producing 'as-Is' and 'to-be' process models using BPMN and conducting Gap Analysis.

    • Knowledge of national security accreditation processes and the Cabinet Office Security Policy Framework (SPF).

    • Experience in delivering IT-related business cases and familiarity with national and local governance processes.

    • Skilled in planning, managing, and facilitating workshops.

    • Proficient in producing project artefacts using UML and modelling tools.

    • Excellent communication skills, with the ability to present to various audiences.

    • Experience working in a structured development environment and with multiple pillars within CTP HQ.


    Desirable Qualifications:



    • BCS Business Analysis Professional Diploma (formerly ISEB Business Analysis Diploma).

    • SFIA skills: Business Analysis level 5.

    • Recognised Project Management qualifications.
